The world is witnessing a resurgence of autocracy. In the past decade, authoritarian leaders have come to power in countries across the globe, from Russia to China to Turkey. These leaders have dismantled democratic institutions, suppressed dissent, and eroded human rights. The rise of autocracy is a threat to global peace and security, and it is a challenge to the values of freedom and democracy that have defined the world since the end of the Cold War.

In his new book, Afa11 - The March of Autocracy, author David Kilcullen argues that the rise of autocracy is not simply a product of bad governance or weak institutions, but rather a deliberate strategy by authoritarian leaders to consolidate power and undermine democracy. Kilcullen draws on his experience as a counterinsurgency expert in Iraq and Afghanistan to identify the tactics that autocrats use to seize and maintain power.

Kilcullen argues that autocrats use a combination of hard and soft power to control their populations. Hard power includes the use of violence, intimidation, and repression to suppress dissent. Soft power includes the use of propaganda, censorship, and co-optation to shape public opinion and legitimize the regime.

Kilcullen also identifies four key factors that contribute to the rise of autocracy:

  1. Economic inequality
  2. Political polarization
  3. Weak institutions
  4. A lack of civic engagement

These factors create a fertile ground for autocrats to exploit. Economic inequality can lead to social unrest and political instability. Political polarization can divide societies and make it difficult to reach consensus on important issues. Weak institutions can be unable to protect citizens from the predations of autocrats. And a lack of civic engagement can make it difficult for citizens to resist autocratic rule.

The Tactics of Autocrats

Kilcullen identifies a number of tactics that autocrats use to seize and maintain power. These tactics include:

  • Co-opting and subverting democratic institutions. Autocrats often use elections to legitimize their rule, but they also take steps to undermine the integrity of the electoral process. They may gerrymander electoral districts, suppress voter turnout, or manipulate the media to ensure their victory. Autocrats may also appoint loyalists to key positions in government and the judiciary.
  • Suppressing dissent. Autocrats use a variety of methods to suppress dissent, including violence, intimidation, and censorship. They may arrest and imprison political opponents, crack down on protests, and control the media. Autocrats may also use surveillance and other technologies to monitor the activities of their citizens.
  • Promoting propaganda and disinformation. Autocrats use propaganda and disinformation to shape public opinion and legitimize their rule. They may control the media, use social media to spread their message, and create a cult of personality around themselves. Autocrats may also use historical revisionism to distort the past and present their regime in a positive light.
  • Exploiting economic inequality. Autocrats often exploit economic inequality to gain support from the poor and working class. They may provide social welfare programs and other benefits to their supporters, while at the same time using economic policies to enrich themselves and their cronies.
  • Dividing society. Autocrats often use divisive rhetoric to divide society and pit different groups against each other. They may use nationalism, racism, or other forms of bigotry to create a sense of fear and insecurity among the population. Autocrats may also use scapegoats to divert attention away from their own failures.

The Path to Freedom

Kilcullen argues that the rise of autocracy is not inevitable. He identifies a number of strategies that can be used to resist autocratic rule and restore democracy. These strategies include:

  • Strengthening democratic institutions. Democratic institutions, such as independent judiciaries, free media, and fair elections, are essential for protecting citizens from autocratic rule. These institutions must be strengthened and defended against attack.
  • Promoting civil society. Civil society organizations play a vital role in holding autocrats accountable and advocating for democracy. These organizations must be supported and empowered.
  • Educating the public. It is important to educate the public about the dangers of autocracy and how to resist it. This can be done through schools, the media, and civil society organizations.
  • Imposing sanctions. The international community can impose sanctions on autocratic regimes to pressure them to change their behavior. These sanctions can include economic sanctions, diplomatic sanctions, and travel bans.
  • Providing military assistance. In some cases, it may be necessary to provide military assistance to democratic forces struggling against autocratic rule. This assistance can include training, equipment, and logistics.

The rise of autocracy is a serious challenge to global peace and security. However, it is not inevitable. There are strategies that can be used to resist autocratic rule and restore democracy. These strategies include strengthening democratic institutions, promoting civil society, educating the public, imposing sanctions, and providing military assistance. By working together, we can defeat autocracy and build a more just and democratic world.
