Richard Lugar was born in Indianapolis, Indiana, on April 4, 1932. He graduated from Denison University in 1954 and from the Indiana University School of Law in 1957. After serving in the U.S. Navy, Lugar returned to Indiana and began his political career.

Lugar was elected to the Indiana Senate in 1964. He served in the state senate for eight years, before being elected to the U.S. Senate in 1976.

Lugar served in the Senate for 36 years, from 1977 to 2013. He was a member of the Senate Foreign Relations Committee, the Senate Armed Services Committee, and the Senate Agriculture Committee. Lugar was also the ranking member of the Senate Foreign Relations Committee from 2007 to 2013.

Lugar was a leading voice on foreign policy, nuclear non-proliferation, and arms control. He was a strong supporter of the Nunn-Lugar Cooperative Threat Reduction Program, which helped to dismantle nuclear weapons in the former Soviet Union. Lugar also played a key role in the passage of the START I and START II treaties, which reduced the number of nuclear weapons in the United States and Russia.

In addition to his work on foreign policy, Lugar also played a key role in passing the Americans with Disabilities Act and the Great Lakes Water Quality Agreement. The Americans with Disabilities Act prohibits discrimination against people with disabilities. The Great Lakes Water Quality Agreement is an agreement between the United States and Canada to protect the water quality of the Great Lakes.
